The Head Start Family Information System (HSFIS) is a fully automated case management record keeping system
that collects, organizes, maintains, and reports detailed demographic, education, health and social services
information at the child and individual family level. It greatly assists agencies in determining program
eligibility, and the comprehensive family data collected through HSFIS helps Head Start staff to determine
the needs of the entire family unit, address family service goals, and track and manage the delivery of all
appropriate services. It also tracks staff information, volunteer records, community resources, in-kind donations,
and much, much more.

Cleverex Systems designed, developed, and maintains this desktop, network-compatible, software. HSFIS
utilizes Borland Delphi, Visual dBase, MS Access, Crystal Reports, and some third-party libraries such as,
InfoPower and Orpheus. Currently, 1,200 Head Start programs are registered users of the software,
representing 60 percent of all Head Start agencies. Collectively, these agencies are serving over 400,000
children and their families. Each year, Cleverex Systems’ staff provide instruction to several hundred
users at its own computer laboratory in Rockville, Maryland and at local and regional training events.
HSFIS training courses are offered at three levels -- beginner, intermediate and advanced. So far,
over 3,000 Head Start staff have received HSFIS training. Also, a toll-free Help Desk hotline provides technical
assistance to users.
